What can you do if your project hasn't dried all the way and it's on a wood table top. We think we might have not got the mixture right. Do we just mix or up again and try to cover it with another coat,or do we got to scrap it all off and start over?

Personally, I would scrape it off, resand the wood top and start over fresh. Not fun. But if you try to cover it, you'll still have that uncured layer underneath and it could compound the problem. Sorry, probably not what you want to hear!
